According to the news, in order to strengthen the quality supervision of the export of medical materials, in accordance with the the People's Republic of China Import and Export Commodity Inspection Law and its implementing regulations, the General Administration of Customs has decided to implement export commodity inspection on medical materials under customs commodity numbers such as "6307900010" (see annex for details) from the date of this announcement, which is what we commonly call legal inspection.
And this morning,Customs officially issued "General Administration of Customs Announcement No. 53 of 2020". From April 10, export quality inspection will be implemented under 11 (medical supplies) commodity codes.

What is a statutory inspection?
The entry-exit inspection and quarantine institutions shall inspect the import and export commodities listed in the catalogue and other import and export commodities subject to inspection by the entry-exit inspection and quarantine institutions as required by laws and administrative regulations. At present, the entry-exit inspection and quarantine bureau has merged with the customs.
Legal inspection is the customs declaration above the regulatory conditions are A (import) or B (export) goods, at the time of customs declaration must provide the commodity inspection bureau's customs clearance, that is, the statutory inspection of goods. If there is no A or B, it is not a statutory inspection of the goods. Customs clearance is not required.
That is, the goods subject to statutory inspection include: ① legal inspection catalogue; ② other import and export commodities subject to inspection as required by laws and administrative regulations.
To put it simply, the goods under legal inspection will have to go through the customs clearance form for outbound goods issued by your local entry-exit inspection and quarantine bureau before the customs can release them.

Import and Export Commodity Inspection Act of the People's Republic of China
Article 15 The consignor or his agent of export commodities that are subject to inspection by the commodity inspection authorities under this Law shall report to the commodity inspection authorities for inspection at the place and within the time limit specified by the commodity inspection authorities. The commodity inspection authorities shall complete the inspection within the time limit uniformly prescribed by the State administration for commodity inspection and issue an inspection certificate.
Regulations for the Implementation of the the People's Republic of China Law on Import and Export Commodity Inspection
Article 24 The consignor of export commodities subject to statutory inspection shall, at the place and within the time limit uniformly prescribed by the General Administration of Customs, apply to the entry-exit inspection and quarantine institution for inspection with the necessary documents such as the contract and relevant approval documents. Export commodities subject to statutory inspection shall not be allowed to be exported if they have not been inspected or have failed to pass the inspection.
Export commodities shall be inspected at the place of production. The General Administration of Customs may, in accordance with the needs of facilitating the inspection of foreign trade and import and export commodities, designate other places for inspection.
For the export of commodities subject to verification management, the consignor shall apply to the entry-exit inspection and quarantine institution for verification. The entry-exit inspection and quarantine institution shall implement the verification in accordance with the provisions of the General Administration of Customs.
Import and Export Commodity Inspection Act of the People's Republic of China
Article 33 Where, in violation of the provisions of this Law, imported commodities that must be inspected by the commodity inspection authorities are sold or used without inspection, or export commodities that must be inspected by the commodity inspection authorities are exported without inspection, the commodity inspection authorities shall confiscate the illegal income and impose a fine of not less than 5% but not more than 20% the value of the goods; if a crime is constituted, criminal responsibility shall be investigated according to law.
