The municipal government quickly identified 60 key production enterprises of epidemic prevention and control materials, focusing on serving medical protective clothing, medical masks and their supporting enterprises. At the same time, 13 special working classes were set up to organize enterprises to produce medical protective clothing and other materials at full capacity to meet the needs of the "epidemic" front line, and to implement unified adjustment and procurement of equipment, unified supply of raw materials, unified staff protection, accommodation, unified quality inspection, unified packing and transportation, unified allocation of funds, and immediately issued 18 preferential policies to support enterprise production to solve the worries of enterprises.
In less than 20 days, Xiantao City helped enterprises to purchase more than 200 protective clothing pasting machines, recruited more than 200 pasting workers from inside and outside the province, trained more than 300 skilled workers, and completely "activated" the last process of producing protective clothing ". The municipal financial department quickly provided loans of 0.37 billion yuan to relevant enterprises, and enterprises soon formed a pattern of "the country needs to make contributions. The enterprises that produce all kinds of emergency protection materials in Xiantao City are mainly foreign trade enterprises, which have not obtained the medical device production license and medical device product registration certificate, and can not be sold in the domestic market. Only two of these enterprises have the qualification for the production of medical protective clothing, and these two enterprises are only qualified and do not produce. When the main media reported that the production capacity of anti-epidemic materials in the Xiantao industrial cluster was not fully exerted, the leaders of the association attached great importance to it, personally called to verify the relevant situation, and quickly arranged for special personnel to contact and communicate with the Xiantao City Economic and Information Bureau to understand the relevant situation and put forward corresponding suggestions. In order to help enterprises in production, the China Industry Association promptly reflected the problems encountered by epidemic masks and protective clothing enterprises in production and employment to the relevant national ministries and commissions, and put forward policy recommendations. There are 74 nonwoven enterprises in the city that have passed ISO9001, CE, FDA and ISO13485 certification, xinfa, Yumin, Fushi, Hongxiang, Gaoyuan and other enterprises have all built 100000-level aseptic workshops; with the support and efforts of all parties, 30 protective material production enterprises in Xiantao City have quickly applied for the "two certificates" and 68 enterprises have completed the "export to domestic sales" certification.
Hubei Yucheng Non-woven Fabric Co., Ltd., Xiantao Daoqi Plastic Industry Co., Ltd., and Xiantao Tianyi Textile Co., Ltd. are all the first batch of enterprises to resume work. At the beginning of construction, there were many difficulties. The company recalled some employees urgently. If there were insufficient employees, they would have to be hired with high salaries. If there were insufficient raw materials, all parties would coordinate urgently. If there were insufficient protective clothing stickers, they would quickly contact and order nationwide. By January 29, Tianyi Textile Co., Ltd. had mobilized various resources to achieve a daily production of 500000 disposable masks (about 2 million masks per day at full load), meeting the urgent needs of the market.
Meltblown cloth is the "heart of the mask", which is the key filter layer for separating harmful substances from the outside world. At the end of February on the domestic market meltblown cloth has been "a cloth difficult to find", the downstream mask manufacturers are particularly anxious. Xiantao Xinxin non-woven fabric company invested funds to quickly start the meltblown cloth technology transformation project. On March 1, the technical transformation was completed, a trial production was successful, and then full production was started. At present, the daily output is more than 6 tons, which can produce more than 600 million disposable masks. At the same time, the company actively communicate with foreign customers, the "Spring Festival stock" storage of isolation clothing, protective clothing all put on the domestic market, while the conversion of medical protective clothing, boots, melting cloth and other shortage of epidemic prevention materials. At present, the company produces more than 500 workers in shifts and produces 6000 pieces of medical protective clothing, 10000 pieces of medical isolation clothing and 10000 pairs of boots every day. Hengtian Jiahua Nonwovens Co., Ltd. resumed work in advance on the third day of the first month. Quickly summoned 331 workers to the post, immediately carried out an emergency overhaul of the equipment, and adjusted all five adjustable non-woven production lines for the production of medical masks and protective clothing materials, especially melt-blown nonwovens, which are in short supply in the market. At the same time, the packaging workshop was renovated and five flat mask machines were urgently purchased, all of which were put into production on February 2. As of February 16, the company has produced 1921 tons of non-woven materials. 11 flat medical mask production lines have been opened, with a daily output of 1.1 million masks and a total of 5.766 million masks.
As of March 19, the epidemic situation in Xiantao City has been basically controlled. In this battle, Xiantao's nonwovens industry has made brilliant achievements and made outstanding contributions. However, many problems have also been exposed, such as imperfect production chain, few medical terminal product enterprises, OEM enterprises, basically no own brand, etc. Every time the leaders of the China Industry Association go to Xiantao cluster for research or business trip, they give advice on the development of the local industry and put forward the relevant requirements for building a "100 billion cluster. In order to speed up the realization of industrial upgrading, Xiantao City has also put forward the idea of building a national emergency protection material reserve base, a national non-woven fabric product production base, a national non-woven fabric raw material supply base, a national non-woven fabric equipment manufacturing base, a national non-woven fabric product quality supervision and inspection center, and a national non-woven fabric product innovation center.
Now that the epidemic is not over, clusters and businesses still need to continue their efforts.
