"He who gets the standard gets the world"! Economic globalization has made standard competition rise to a strategic position, and the level of standardization has become the basic element of the core competitiveness of various countries and regions. In the late 1990 s, especially after entering the 21st century, developed countries have formulated their own standardization development strategies to deal with the impact of economic globalization on themselves. An enterprise, an industry, and even a country, in order to be in an invincible position in the fierce international competition, must attach importance to the construction of standards and actively participate in the revision of international standards.
In December 2018, the National Standards Committee formally approved the China Industrial Textiles Industry Association (CBA) as the domestic technical counterpart of the International Organization for Standardization Geosynthetics Technical Committee (ISO/TC221), and the association subsequently carried out related work.
At the beginning of this year, the China Industry Association launched the preparatory work of the domestic technical counterpart working group, which has been strongly supported and recognized by industry entrepreneurs and experts. At present, the working group covers production enterprises, testing and certification institutions, research institutes and universities, and was formally established during the second Asia-Europe Geosynthetics Conference (EAGS · 2019) in 2019.

On November 20, the first meeting of the ISO/TC221 domestic technical counterpart working group (hereinafter referred to as the working group) was held in Beijing. Li Lingshen, vice president of China Textile Industry Federation, head of middle class association and head of working group, Li Guimei, vice president of China Industry Association, Zhang Chuanxiong, Secretary General of China Industry Association and deputy head of working group, Dongmei, director of National Chemical Building Materials Testing Center (Material Testing Department), Ding Jinhua, deputy director of Research Office of Yangtze River Academy of Sciences, and other members of the working group composed of universities, scientific research institutes, testing and certification institutions and enterprise technical experts.
Ding Jinhua introduced the current situation of geosynthetics standards at home and abroad. She said that in 1998, major floods occurred in the Yangtze River, Songhua River and Nenjiang River, and geosynthetics played a significant role in flood fighting and rescue. After the flood season, the State Economic and Trade Commission, in conjunction with the Ministry of Construction, the Ministry of Water Resources and other six ministries and commissions issued the "Notice on Further Doing a Good Job in the Promotion and Application of Geotextiles." At the same time, the preparation of application technical specifications and the formulation of product standards have also begun. At that time, more than 20 geotechnical standards were formulated and promulgated, which laid the general framework of the current geosynthetics standards. At present, there are 39 national standards for geosynthetics, including 3 general regulations, 15 product standards, 20 testing standards and 1 technical specification. Industry standards include product standards (16 items such as highway JT/T480, 513~521, 664~668, 992, etc., housing construction CJ/T437, etc.), test standards (SL235-2012, JTG E50-2006, QB/T2854-2007, etc.), as well as water conservancy, highway, railway and other fields of technical specifications; in addition, there are product standards and testing standards formulated by enterprises. There are 38 items in ISO/TC221 and 21 items in development. She also introduced the characteristics of ASTM standards: large number, high revision frequency, wide range, strong application, etc. She believes that at present, there are still some problems in the standardization construction, such as inconsistent regulations, prominent homogeneity problems, slow updating, and lagging response to new material testing methods.
Huang Jingying of the China Industry Association introduced the main work of the working group and the focus of future work. The main work includes: actively tracking and studying the current situation and development trend of the industry and standards in the field of geosynthetics, and attending the working group meeting on time; carrying out necessary tests and verification on the relevant technical contents of international standards, coordinating and putting forward voting and comments; reviewing the proposals and suggestions of new technical work fields and new work items of international standards submitted by relevant domestic institutions, and putting forward the proposals and suggestions of the Chinese delegation; actively recommend relevant experts to join the domestic technical counterpart working group or ISO working group. The key tasks in the future mainly include: establishing a working mechanism, completing the voting of international standards in accordance with the responsibilities and requirements of the National Standards Committee for domestic technical counterparts and working groups; studying and comparing domestic and foreign standards (including ASTM standards), improving relevant domestic standards, and proposing international draft proposals. For example, some foreign standards are about test methods, test method selection guidelines, construction methods or construction quality inspection standards. Whether these domestic needs are consistent with the actual production or engineering application in China requires further research and analysis by experts in the working group. Promote basic research in the industry, especially in the application technology and design specifications, and deeply analyze the factors affecting the performance of geosynthetics on the construction process and quality, research, update, and propose application technologies or design specifications in the corresponding engineering fields to promote the development of the industry in a more scientific direction.
Subsequently, the members of the ISO, the status quo of the national standard launched a heated discussion, have made suggestions for the next step of the work of the working group laid the foundation.
Finally, Li Lingshen made a summary of the meeting. He said that the participation of domestic units in the revision of international rules and standards is an important measure to "go out and internationalize", which is helpful for domestic industries to understand the world's advanced technologies and standards; Participating in the revision of international standards is a gradual process. You can start with expressing opinions and putting forward standard revision opinions, reflecting the responsibilities and obligations of the domestic industry; the standard formulation of geosynthetics is highly professional and complicated in the industry. It is hoped that all relevant departments can maintain an open mind, abandon barriers, and jointly promote industry progress and economic development.
