The "White Paper on the Progress of China's Waste Textile Recycling Technology" released during the seminar pointed out that China consumes 35 million tons of textile fibers each year and produces 20 million tons of waste textiles each year.

It is understood that at present, the recycling of waste textiles is roughly divided into government-supported waste clothing recycling box mode and non-governmental organizations spontaneous recycling, brand clothing enterprises independent recycling, public welfare organizations recycling and other models. The recycling rate of waste textiles in China is less than 20%.

"At present, the country vigorously promotes waste classification, which provides a greater opportunity for the resource utilization of waste spinning." Pan Yonggang said that 29 of the 46 key garbage classification cities across the country have clearly punished individuals for illegal garbage disposal, and the legislative process of garbage classification in various regions is accelerating; at the same time, some local management departments have listed waste textiles and scrap metal, waste plastics, Waste paper and waste glass are listed as the main recyclables, and the classification standards are clarified.

"Different textile fabrics can be recycled when they are recycled, but how to classify and use them is very difficult." Ma Rong, former deputy director of the Environmental Resources Department of the National Development and Reform Commission, said that at present, my country's garbage recycling industry still has problems such as imperfect laws and regulations, unclear recycling models, and lack of effective supervision. At the same time, public awareness and education to strengthen environmental protection also need to be improved.

"Waste spinning utilization, market first". With the improvement of people's living standards, the amount of waste spinning is increasing. Some experts believe that the use of waste spinning must be developed, the export of back-end commodities must be opened up, and enterprises can survive and develop with profitability, and the environmental protection process can be better. Promote accordingly.

Pan Yonggang believes that to make waste spinning recycling a healthy industry, we need to upgrade technology, upgrade equipment, improve standards, and obtain more policy support in the use of waste spinning and recycled products to promote the quality and efficiency of the industry.

"Recycling and resource utilization companies must reduce input costs while improving efficiency in order to promote the sustainable development of the industry." Liu Jianguo, a professor at the School of Environment of Tsinghua University, pointed out that improving industrial agglomeration, expanding and extending the industrial chain and improving the quality of recycled products are the inevitable choice to realize the transformation and upgrading of the environmental protection industry.

"It is an inevitable requirement to change the 'dual partition and government' model in which the recycling of renewable resources is led by the market and the garbage collection and disposal is led by the government." Liu Jianguo also pointed out that whether it is garbage disposal or recycling of renewable resources, it is necessary to change from a relatively simple market behavior model in the past to the direction of universal participation and social governance.
