On May 13, 2019, the Office of the United States Trade Representative (USTR) announced a list of 25% tariffs to be imposed on about US $325 billion of Chinese goods (hereinafter referred to as List 4), involving clothing (Chapters HS61 and 62), most household textiles (Chapters HS63 and 94) and some textile machinery products (Chapters HS84), which are exported by China's textile industry to the United States with an annual export value of more than US $40 billion. The United States is currently seeking public comment on the list, and a public hearing will be held on June 17. Whether to formally impose a 25% tariff on the 300 billion-dollar list of Chinese goods will also be determined after a public hearing to solicit opinions, taking into account the latest progress of Sino-US trade negotiations.

Earlier, on May 9, the U.S. government announced that starting from May 10, 2019, the tariff rate imposed on the 200 billion-dollar list of goods imported from China (referred to as List 3) will be increased from 10% to 25%, which already includes almost All types of textile yarns, fabrics, knitting, industrial manufactured products, and some home textiles and textile machinery products, the annual export value of these products to the United States exceeds US $4 billion, so far, the two lists cover almost all the textile and clothing products exported by our industry to the United States in a complementary form, with a total amount of about 45 billion US dollars.

The above-mentioned US measures have led to the escalation of Sino-US economic and trade frictions, violated the consensus between China and the United States on resolving trade differences through consultations, harmed the interests of both sides, and did not meet the general expectations of the international community. In order to defend the multilateral trading system and defend its legitimate rights and interests, the Tariff Commission of the State Council of my country has decided to increase the tariff rate on the part of the US $60 billion list of US goods that have been subject to additional tariffs from 0:00 on June 1, 2019., Implement 25%, 20% or 10% additional tariffs; continue to impose 5% tariffs on goods that were previously subject to 5% tariffs.

In addition, there are a number of chemical fiber raw materials commodities subject to tariff increases, including: 47020000 dissolved chemical wood pulp; Monobutyl ether 29094300 ethylene glycol or diethylene glycol; Other monoalkyl ethers 29094400 ethylene glycol or diethylene glycol; 29269090 other nitrile compounds (adiponitrile under this tariff number) and other products to maintain a 5% tariff rate, which has certain impact on the regenerated cellulose fiber industry and nylon 66 industry.

The Tariff Commission of the State Council pointed out that China's adjustment of tariff measures is a response to US unilateralism and trade protectionism. China hopes that the United States will return to the right track of bilateral economic and trade consultations and work together with China to reach a mutually beneficial and win-win agreement on the basis of mutual respect.

For the goods in the exclusion list, within one year from the date of implementation of the exclusion list, the tariffs imposed by me to counter the 301 measures of the United States will no longer be levied. China never succumbs to external pressure

China has always maintained a calm and constructive attitude towards the US side's capricious and extreme pressure. On May 13, the spokesperson of the Ministry of Foreign Affairs of my country responded at a regular press conference that the imposition of tariffs will not solve any problems. China will never succumb to external pressure. China is determined and capable of safeguarding its own legitimate and legitimate rights and interests. On May 14, China once again stated that launching a trade war will only harm others and harm itself. China does not want to fight a trade war, but it is never afraid to fight it.
