The meeting pointed out that in response to the current complex domestic and international situation and maintaining stable and healthy economic development, it is necessary to continue to expand domestic demand while unswervingly expanding opening up, implement a more proactive opening strategy, and create a fairer, more convenient, predictable and more attractive foreign investment environment. First, we must deepen the reform of "decentralization, management and service". In addition to the negative list, foreign capital and domestic capital are treated equally, and market access standards consistent with enterprises of all types of ownership and an investment management system based on online filing should be implemented. Incorporate qualified foreign-funded projects into the scope of major construction projects, or accelerate adjustments and include them in relevant industrial plans according to the application procedures, provide support for land use and sea use approval, and accelerate the progress of environmental assessment approval, reduce logistics costs, and promote the implementation of projects as soon as possible. Second, it is necessary to expand the scope of encouraging foreign investment and expand the scope of application of the policy of temporarily not levying withholding income tax on foreign reinvestment from encouraged foreign investment projects to all non-prohibited projects and fields. Third, we must vigorously protect intellectual property rights and further regulate government supervision and law enforcement.

The meeting decided to meet the needs of industrial upgrading, reducing enterprise costs and multi-level consumption of the masses. Starting from November 1 this year, the import tariff rates of 1585 tax items, industrial products and other commodities will be reduced, and the average tax rate of some construction machinery, instruments and meters, which are in great demand in the domestic market, will be reduced from 12.2 per cent to 8.8 per cent, and the average tax rate of textiles, building materials and other commodities will be reduced from 11.5 per cent to 8.4 per cent, the average tax rate on some resource commodities and primary processed products, such as paper products, was reduced from 6.6 per cent to 5.4 per cent, and tax levels were reduced for similar or similar commodities. So far this year has introduced tariff reduction measures are expected to reduce the tax burden of enterprises and consumers by nearly 60 billion yuan, China's total tariff level will be reduced from 9.8 percent last year to 7.5 percent.

The meeting decided to speed up the process of customs clearance facilitation. By November 1 this year, the number of regulatory documents to be verified in the import and export process will be reduced from 86 to 48. Promote the reduction of compliance costs. During the year, the compliance costs of container import and export links will be reduced by more than US $100 compared with last year, and the coastal ports will be greatly reduced. The meeting pointed out that since August, the African swine fever epidemic has spread in many provinces in my country. According to the deployment of the Party Central Committee and the State Council, relevant departments and localities have quickly dealt with it and done a lot of work. At present, the epidemic has not spread. We must continue to do a good job of prevention and control without slackening our guard. First, we must strictly implement the responsibility for prevention and control, and local governments must take overall responsibility for animal epidemic prevention in their jurisdictions. To supervise and guide the epidemic area to resolutely implement culling, disinfection, harmless treatment and other measures. Prohibit the use of swill to feed pigs in the affected provinces and neighboring provinces. Strengthen the investigation and tracking of the source of the epidemic, and strictly implement the monitoring and reporting system. Carry out comprehensive prevention and control, vaccine research and development and other key technologies. Second, we must strengthen joint prevention and control, and strictly guard against each link. Strengthen pig production, slaughter and quarantine and transport vehicle supervision, the central government to give special support. Pigs from epidemic provinces and neighboring provinces shall not be allowed to leave the province, and pigs from other places shall not be transported through the epidemic provinces, cut off the transmission route, and resolutely prevent sick pork from entering the market.
