A few days ago, the China Industrial Industry Association conducted a questionnaire survey on "Suggestions on Optimizing the Development of Epidemic Prevention Textile Industry" for key epidemic prevention materials related enterprises such as masks, protective clothing and raw materials. As of January 11, 2021, a total of 176 valid questionnaires from 22 provinces, autonomous regions and municipalities were received, and the sample data were representative.
Basic information of the enterprise
The basic situation of enterprises: the research enterprises come from 22 provinces, autonomous regions and cities. as shown in fig. 1, the top five are: 43 in Jiangsu (24%), 26 in Guangdong (14%), 17 in Zhejiang (9%), 16 in Shandong (9%) and 10 in Fujian (5%), its distribution is basically consistent with the domestic distribution of national epidemic prevention textile enterprises to a certain extent, and the sample data are representative.
The research sample enterprises cover 8 types of enterprises, including comprehensive epidemic prevention textiles, mask products, protective clothing products, spunbonded spunlace nonwovens, meltblown nonwovens, other raw materials, and scientific research institutions. Masks and protective clothing products production enterprises accounted for 47%, of which the normal operation of masks before the outbreak, protective clothing related enterprises accounted for 41%. 79% of statistical enterprises were established in 2016 and before.
(1) Type of enterprise
In terms of enterprise types, the sample enterprises are involved in the whole industry chain of epidemic prevention textiles. Among them, 30% of the enterprises are integrated enterprises, which usually produce masks/protective clothing and nonwovens at the same time, 11% of the enterprises produce masks alone, and 5% of the enterprises produce protective clothing alone, with a total of 83 (47%).
Spunbond, spunlace and other non-woven fabric enterprises accounted for 15%, meltblown non-woven fabric enterprises accounted for 11%, breathable film, non-woven fabric equipment and parts, mask machine and sticker machine, mask belt, nose clip and other raw materials and equipment enterprises accounted for 20%, scientific research institutions in universities accounted for 3%, trade circulation enterprises accounted for 2%. Among the enterprises related to masks and protective clothing, 42% of the existing enterprises were operating normally before the epidemic, and the rest (52% in total) were converted enterprises related to epidemic prevention textiles such as raw materials, clothing, home textiles, sanitary products and food after the epidemic.

In terms of the time of establishment of enterprises, 14 (8%) of the enterprises in the questionnaire were newly established in 2020, 19 were established in 2017-2019, and the vast majority were existing enterprises established in 2016 and before. From the data point of view, the number of new enterprises in 2020 participating in the questionnaire survey is low.
Production and operation status and expectation
The production and operation of the sample enterprises in 2020 is generally good, and there are optimistic expectations for 2021, most enterprises will maintain stable production capacity in the next three years.
Among them, 64% of enterprises in 2020 in the mask, protective clothing sector production and operation situation is better (37%) or very good (27%), 53% of enterprises are expected to 2021 production and operation situation is better (39%) or very good (14%). Production and operations are expected to decline in 2021 compared to 2020. In terms of investment plans, 53% of enterprises choose to maintain stable production capacity in 2021-2023, 20% of enterprises intend to increase investment in epidemic prevention textiles, and only 9% of enterprises will gradually withdraw.
Capacity and layout
In terms of production capacity and layout, more than half of the enterprises believe that epidemic prevention textiles-related overcapacity, some enterprises believe that high-end products lack capacity, that the industrial chain layout is reasonable or very reasonable less. In terms of the most effective suggestions for the long-term healthy development of the industry, among the five measures of policy guidance and cultivation of incremental market, guidance and encouragement of industry technology upgrading, establishment of emergency reserve of epidemic prevention textiles, optimization of epidemic prevention textiles production layout, strengthening supervision of epidemic prevention textiles market and standardization of stock market, the top three are: 60% of enterprises suggest cultivation of incremental market and 44% of enterprises suggest standardization of stock market, 44% of the recommendations encourage the industry to upgrade technology.
In terms of other suggestions, the questionnaire companies put forward some opinions and suggestions on guiding the green development of the industry, increasing talent cultivation, strengthening price guidance, and enhancing the construction of public service platforms.

The industrial chain is mostly concentrated in economically developed regions such as South China, East China, Beijing and Tianjin. There are few underdeveloped provinces. In terms of product types, the production capacity and layout of comprehensive enterprises and product production enterprises in South China and East China are relatively concentrated, and the raw and auxiliary materials in North China and Central China are relatively concentrated. Due to the small number of related enterprises in Northeast, Northwest, Southwest and other provinces, the unreasonable layout may be more obvious.
2. In terms of production and operation, the general production and operation of comprehensive enterprises in 2020 is better, and most of these enterprises were established in 2016 and before; the newly established meltblown nonwovens production enterprises have a large proportion of unsatisfactory production and operation conditions. Nonwovens, accessories, equipment and other epidemic prevention textile-related enterprises, non-manufacturing enterprises and other conversion masks, protective clothing products compared to other enterprises generally production and operation conditions are not ideal, all kinds of enterprises in 2020 production and operation of the situation affected its 2021 production and operation expectations.
3. In terms of investment willingness, enterprises in the industrial chain with better production and operation in 2020 tend to increase the proportion of investment, while most enterprises with unsatisfactory production and operation choose to reduce production, storage capacity, or even gradually withdraw.
4. In terms of enterprise demands, enterprise demands mainly focus on market supervision, incremental market cultivation, emergency reserves, and technological upgrading. Among the relevant demands, enterprises in the short-term industrial chain generally agree on the need to strengthen market supervision, establish emergency reserves and improve the competitiveness of the industry. Long-term industrial chain enterprises generally believe that it is necessary to strengthen market supervision, guide technology upgrading and cultivate incremental market, masks, protective clothing products enterprises for the establishment of local epidemic prevention textile emergency reserves, optimize the layout of epidemic prevention textile industry compared to other enterprises more concerned.
