In order to understand the efforts made by product research and development base enterprises in this battle against the epidemic and the resumption of production, from March 2 to 6, the Association conducted a survey of 23 research and development base enterprises and 3 government demonstration bases, including the resumption of production, the donation of anti-epidemic materials and the current problems and difficulties encountered.

1. Resuming work and production
The survey results show that 22 base enterprises all resumed work, the resumption rate of about 95.7 percent, of which, in January emergency resumption of work enterprises 8, accounting for 34.8 percent; early February resumption of work enterprises 10, accounting for 43.5 percent; late February resumption of work enterprises 4, accounting for 17.4 percent; March resumption of work enterprises 1, accounting for 4.3 percent. Three government demonstration bases fully mobilize territorial resources to fully guarantee and guide enterprises to resume work and production. Like Dalian Hualun, Jiangsu Shengfang, Hengtian Jiahua, Quantum Jinzhou, Shanghai Jingfa and other enterprises to resume work urgently to produce melt-blown materials, Shandong Hengpeng to resume work urgently to produce breathable film for protective clothing, Chuanhua Zhilian and Shandong Yongxin to resume work urgently to produce killing products, Zhejiang Chaolong to provide installation and commissioning and online technical support services to key non-woven fabric customer manufacturers producing anti-epidemic materials.
2. Donation of anti-epidemic materials
Thirteen base enterprises have donated anti-epidemic materials and funds, with a total value of more than 40 million yuan, and other donations are still in progress. For example, the first batch of Transfar Group donated 200000 bottles of "84 sterilization liquid" and 30 million yuan in cash for epidemic prevention and control, and through its own logistics network to provide free capacity docking, to help anti-epidemic materials delivery. Since the beginning of the new year, Tiandingfeng has successively transported and provided 160000 square meters of geotechnical materials worth 2.6 million yuan free of charge for the construction of Wuhan "Huoshen Mountain" hospital. Zhejiang Chaolong donated 200000 medical surgical masks and 1500 pieces of medical protective clothing to Wenzhou Ouhai Prevention and Control Headquarters.
3. Problems and demands
① Employee return to work. Due to the strict isolation and traffic control and other prevention and control measures taken by various places, the early resumption of work encountered non-local employees returning to work and the need for a specified period of isolation can not return to work in a timely manner, on-duty personnel epidemic control and production safety pressure is greater.
The problem of poor logistics. Affected by the epidemic, the intensity and scope of transportation control around the country continue to expand, some enterprises reflect the province's logistics is more smooth, cross-provincial logistics is seriously restricted, thus significantly increasing the cost of enterprise cargo transportation, time and management.
③ Allocation of epidemic prevention materials. Disinfectants, protective clothing, masks, temperature guns and other epidemic prevention materials are necessary for enterprises to start work, increasing the operating costs of enterprises, especially like masks products to buy more difficult, higher prices.
④ The upstream and downstream of the industrial chain are not smooth. In addition to the smooth production and transportation of epidemic prevention and control materials, the production of non-epidemic-related products has been greatly affected. Due to the delay in the resumption of work, most downstream enterprises have not yet fully resumed work, and downstream demand has decreased significantly.
⑤ Insufficient new orders and difficulty in fulfilling old orders. The number of new orders fell due to delays in the resumption of work by downstream companies. Affected by multiple factors such as poor transportation and logistics, delayed start-up, and emergency conversion of anti-epidemic materials, the fulfillment of the original orders of most enterprises is slightly difficult.
The capital chain pressure. Due to the decrease in orders, the increase in demand for epidemic prevention, the lack of human role to play and other issues, resulting in some enterprises of human and logistics operating costs increased, poor sales of insufficient capital inflows, enterprise cash flow decreased, some enterprises liquidity turnover slightly tight.
The operating cost increases. Due to the underemployment of some enterprises, tight supply of raw materials, poor logistics, increased consumption of anti-epidemic materials, rising labor costs, rising financial expenditure caused by the increase in operating costs.
