U.S. Releases Third Exclusion List for $200 billion Tax Products

On October 23, local time in the United States, the Office of the United States Trade Representative (USTR) announced the product exclusion announcement under the list of the third batch of goods subject to tariffs of US $200 billion. This exclusion involves a total of 83 products, including 7 textile and apparel products. Tax number. Up to now, the United States has issued 3 batches of 200 billion product exclusion lists, of which the first batch involves 2 textile and garment product tax numbers, and the second batch involves 3 textile and garment product tax numbers, totaling 12 textile and garment product tax numbers. Excluded products will no longer be subject to 301 tariffs when exported to the United States. The exclusion dates back to the effective date of the 200 billion list -24 September 2018. The excluded products listed in this announcement are valid from September 24, 2018 to August 7, 2020.

Specifically excluded 7 categories of textile and apparel product description and HS code are as follows:

1. Combed merino wool yarn, not available for retail sale, containing 85% by weight of wool, having an average fiber diameter of not more than 25 microns, 5106.10.0090;

2.100% deformed polyester filament woven dyed fabric, measuring 332.7cm wide, weighing more than 170g/㎡,5407.52.2060;

3. Man-made fiber non-woven fabrics, weighing more than 25g/m2, but not more than 70g/m2, with smooth or embossed texture (not impregnated, coated or covered with materials other than rubber, plastic, wood pulp or glass fiber, in a length of not less than 15cm to not more than 107cm In the pre-cut roller, used to make personal care wipes, 5603.12.0090;

4. The width of the artificial fiber safety belt webbing with a size greater than or equal to 25mm but not exceeding 25mm is 50mm, not cut to a specific length, 5806.32.2000;

5. Man-made fibers impregnated, coated, covered or layered by weight with 75% polyvinyl chloride (PVC), 5903.10.2090;

6. Polyurethane of man-made microdenier fiber fabric impregnated, coated, covered or laminated, with a width of at least 135cm but not exceeding 150cm and a weight of at least 206g/m2 but not exceeding 500g/m2,5903.20.2500;

7. Long suede knitted fabric, acrylic suede on polyester fiber floor, worth not more than US $16 per square meter, 6001.10.2000.
