The National Development and Reform Commission and the Ministry of Commerce on June 28, 2017 issued the "Catalogue for the Guidance of Foreign Investment Industries (2017 Revision)" and the "Catalogue of Advantageous Industries for Foreign Investment in the Central and Western Regions (2017 Revision)" issued on February 17, 2017 shall be abolished at the same time.

It is understood that on the basis of maintaining the continuity and stability of policies to encourage foreign investment, the new version of the catalog adapts to the new situation of economic globalization, combines the new situation and new characteristics of industrial development, further expands the scope of encouraging foreign investment, and promotes foreign investment in modern agriculture and advanced manufacturing., High-tech, energy conservation and environmental protection, modern service industry and other fields, promote foreign investment to optimize the regional layout, and better play the positive role of foreign investment in my country's industrial development, technological progress.

The 2019 edition of the catalogue is an important basis for the promotion of foreign investment in China in the new period. The specific content includes two sub-directories: one is the national catalog of industries that encourage foreign investment (hereinafter referred to as the "national catalog"), which is applicable to the whole country and is a foreign investment industry promotion policy; the second is the catalog of advantageous industries for foreign investment in the central and western regions (hereinafter referred to as "The Midwest Catalog) is mainly applicable to the central and western regions and the northeast region, and is a regional promotion policy for foreign investment. The 2019 edition of the encouraged catalogue involves a total of 54 textile items, of which 24 items are involved in the national catalogue and 30 items are involved in the Midwest catalogue.

The 2019 edition of the encouraged catalogue has the following main features: first, a relatively large increase in the areas of encouraged foreign investment. The 2019 edition encourages a total of 1108 catalogues, of which 415 are national catalogues, 67 more and 45 revised compared with the 2017 edition. There are 693 articles in the central and western catalogues, 54 more and 165 revised compared with the 2017 edition. Foreign investment can enjoy preferential policies in more industries in accordance with the law. The second is to encourage foreign investment to participate in the high-quality development of the manufacturing industry. The third is to encourage foreign investment in producer services. Fourth, support the central and western regions to undertake the transfer of foreign-funded industries.

The Catalogue of Industries to Encourage Foreign Investment (2019 Edition) continues to take manufacturing as the key direction to encourage foreign investment, and more than 80% of the new or modified entries in the national catalogue belong to the category of manufacturing, supporting more foreign investment in high-end manufacturing, intelligent manufacturing, green manufacturing and other fields. There are 54 investment industry catalogues related to textile and clothing, mainly including the production of multi-functional industrial textiles such as light weight, high strength, high/low temperature resistance, chemical resistance, light resistance and other multi-functional industrial textiles using high-tech technologies such as weaving, non-woven fabric compounding, multi-layer online compounding and long-term multi-functional finishing. High-grade fabric printing, dyeing and finishing with advanced energy-saving and emission reduction technologies and equipment; Creative industries such as clothing design; processing of special natural fibers (including cashmere and other special animal fibers, bamboo fibers, hemp fibers, silk, colored cotton, etc.) that meet the requirements of ecology, comprehensive utilization of resources and environmental protection; recycling of waste textiles, etc. In addition, it also includes the manufacture of some synthetic fiber raw materials, differential and functional polyester and other chemical raw materials and chemical products, the development and manufacture of new textile machinery, key parts and testing instruments, and so on.

According to reports, the encouragement policies of the original "Catalogue for the Guidance of Foreign Investment Industries" and the "Catalogue of Advantageous Industries for Foreign Investment in the Central and Western Regions" will continue to apply to the 2019 version of the encouragement catalogue.
