Turkey makes anti-circumvention final cut on Chinese fiber fabrics

The Turkish Ministry of Trade issued Announcement No. 2019/15, making a final anti-circumvention ruling on synthetic and man-made staple fiber fabrics (Turkish: sentetikveyasunidevams?zliflerdendokunmu?mensucat) and synthetic staple fiber fabrics (Turkish: sentetikfilamentipliklerindendokunmu?mensucat) originating in China, and determined that the Chinese products involved in the case were re-exported to Greece to circumvent the existing anti-dumping measures, so it decided to extend the anti-dumping duties on the Chinese products involved in the case.
On May 7, 2019, the Turkish Ministry of Trade issued Announcement No. 2019/15 on synthetic and man-made staple fiber fabrics originating in China (Turkish: sentetikveyasunidevams?zliflerdendokunmu?mensucat) and composite growth fiber fabrics (Turkish: sentetikfilamentipliklerindendokunmu?mensucat) made a final anti-circumvention ruling, determining that the products involved in the Chinese case were re-exported to Greece to circumvent the current anti-dumping measures, so it decided to extend the anti-dumping duties of the products involved in the Chinese case to fiber fabrics originating in or imported from Greece, and impose anti-dumping duties of 70.44 (weight greater than 110g/m2) and 21.13 (weight less than or equal to 110g/m2) on synthetic long fiber fabrics with Greek tax number 54.07, 44% anti-dumping duty on synthetic and man-made staple fiber fabrics with Greek tariff numbers 55.13, 55.14, 55.15 and 55.16. The investigation period of this case is from January 1, 2015 to June 30, 2018.
On September 30, 2000, Turkey initiated an anti-dumping investigation against synthetic and man-made staple fiber fabrics originating in China. The Turkish tax numbers of the products involved are 55.13, 55.14, 55.15 and 55.16. On February 15, 2001, Turkey began to impose anti-dumping duties on Chinese products involved in the case. On December 31, 2018, Turkey extended its anti-dumping duties on Chinese synthetic and man-made staple fiber fabrics for the third time. On August 22, 2015, the Turkish Ministry of Economic Affairs issued Announcement No. 2015/40, extending the anti-dumping measures against Chinese products to Bulgaria and Poland.
On November 1, 2000, Turkey initiated an anti-dumping investigation against synthetic long fiber fabrics originating in China, Taiwan, South Korea, Malaysia, and Thailand. The tax number of the product involved is 54.07. On February 13, 2002, Turkey began to impose anti-dumping duties on the products of the above-mentioned countries and regions. On June 8, 2006, the Turkish Ministry of Economy launched an anti-circumvention investigation into the products originating in China. On November 18, 2006, the Turkish Ministry of Economic Affairs issued Announcement No. 2006/30, extending the 70.44 per cent anti-dumping duty on Chinese products to Philippine products. On August 11, 2014, Turkey launched an anti-circumvention investigation into the Chinese products involved. On January 21, 2015, Turkey extended the anti-dumping duties on products from China, Taiwan, South Korea, Malaysia and Thailand for the second time (see Announcement No. 2015/3 of the Ministry of Economic Affairs of Turkey). On August 22, 2015, the Turkish Ministry of Economy issued Announcement No. 2015/41, extending the anti-dumping duties of 21.13 per cent and 70.44 per cent on Chinese products to Bulgarian products. On September 7, 2018, the Turkish Ministry of Trade issued Announcement No. 2018/33 to initiate an anti-circumvention investigation on synthetic and man-made staple fiber fabrics and synthetic fiber fabrics originating in China.
