Data show that the employees of textile and garment enterprises above designated size in Xinjiang accounted for 13.4 of the total number of employees in the secondary industry in Xinjiang during the same period. Among them, professional and technical personnel accounted for only 1% of the employees. Among the employees, the overall cultural level of front-line workers is low, and their labor productivity is significantly lower than that of the eastern developed regions.

"Xinjiang's textile schools have many deficiencies in talent training, such as in the professional setting, the professional foundation is relatively weak, the direction of training is not comprehensive, in terms of teaching staff, there is a general shortage of quantity, the level of low. In addition, enrollment difficulties and unstable sources of students, low employment rate and other problems are also very prominent." Li Anmin said.

The "13th Five-Year Plan" for the development of the textile industry in the autonomous region pointed out that by 2020, the total industrial output value will reach 150 billion billion yuan, the cotton spinning capacity will reach 18 million spindles, and 20000 looms. The ability of scientific and technological innovation and brand building has been significantly enhanced, and the rapid development of the textile industry and industrial upgrading require a large number of engineering and technical talents with solid theoretical knowledge and strong practical skills.

How to cultivate high-quality textile and garment talents? Li Anmin believes that in order to build a complete talent training system for the textile industry chain in Xinjiang, it is necessary to adjust the professional settings and talent training scale of relevant colleges and universities. Promote secondary vocational, higher vocational, undergraduate education convergence of talent growth "overpass". At the same time, through social recruitment, college training, counterpart support, and the introduction of high-level talents and professional talents from the Mainland, we will increase education and training and improve the level of teacher education and teaching.
