Sun Ruizhe said: "In the 40 years of reform and opening up, the textile industry has actively integrated into the trend of globalization and has grown into one of the industrial sectors with the highest degree of openness and internationalization in China. The opening of China's textile industry has witnessed the extension of the industry from product going out, production capacity going out to capital going out and brand going out. Nowadays, the investment of a large number of textile enterprises along the" Belt and Road "has witnessed the new pattern of the comprehensive opening and development of the textile industry. Data show that from 2013 to the first three quarters of 2017, the total investment of China's textile industry along the" Belt and Road "was 5.494 billion billion US dollars, accounting for about 84.71 of the total foreign investment of the textile industry in the same period."

Sun Ruizhe pointed out that with the switch from a planned economy to a market economy, reform and opening up have stimulated the vitality of the textile industry. In the 40 years of reform and opening up, the textile industry has grown into one of the most market-oriented industrial sectors in China, and private textile enterprises have become the backbone of supporting industrial development. In terms of capital composition, foreign and private capital account for more than 96%, while state-owned capital accounts for less than 4%.

The textile industry has always regarded science and technology as the primary productive force and continuously deepened independent innovation. Reviewing the landmark events of scientific and technological innovation in the textile industry, Sun Ruizhe said at the annual innovation conference: "In the past two years, our carbon fiber project has won the first prize of national scientific and technological progress; the digital factory has won the first prize of national scientific and technological progress... Every three to four years, the textile industry will have a project won the first prize of national scientific and technological progress.
