As a representative institutional innovation that originated in the pilot free trade zone, the international trade "single window" has not only become one of the "standard" of the construction of the free trade zone, but also has contributed to China's international trade regulatory system in line with international standards, and has become a breakthrough and an important starting point for building a world-class business environment.

For many "old foreign trade", the most troublesome thing in the past was to prepare customs declaration materials, which was not only cumbersome, time-consuming and laborious, but also running back and forth between customs, commerce, border inspection and other port departments. "Seeing the goods piled up on the freight yard but unable to get on the ship, one more day's delay will cost thousands of dollars more. I'm in a hurry!" Such complaints are not uncommon. How to simplify the enterprise declaration process to the greatest extent and promote trade facilitation has become a new issue faced by all departments at the port.

In June 2014, less than 9 months after the establishment of the Shanghai Free Trade Zone, the international trade "single window" pilot was officially launched in Shanghai Yangshan Free Trade Port Zone. From the very beginning, the pilot project focused on the task of creating a replicable and popularized "system highland", completely abandoned the traditional thinking of "policy depression", and provided a system demonstration for the construction of the national free trade zone and a new round of comprehensive deepening reform.

How effective is the pilot? The enterprise has the final say! The "single window" of international trade adopts Internet access, and enterprises can enter declaration data anytime and anywhere, which not only reduces the repeated entry work and reduces the cost of enterprises, but also greatly improves the efficiency of customs clearance, so that enterprises can get a full sense of gain.

"my country is a major global trading country. Through the construction of'single window', it can greatly improve the interconnection between the participating systems of the international trade supply chain, further promote the transformation of government functions, optimize port management and service mechanisms, and release greater reform dividends." Zhang Guangzhi, head of the international trade "single window" construction working group and director of the National Port Management Office, said.

Relying on the good platform support of their respective trade zones, the construction of a "single window" for international trade has been continuously accelerated, and the upgrade from the "dialect version" to the "standard version" has been gradually realized.

It is reported that the "single window" has now realized the "general-to-general" docking with the systems of 25 ministries and commissions, providing 12 basic functions such as cargo declaration, manifest declaration, means of transport declaration, exhibition declaration, license application, certificate of origin application, enterprise qualification processing, inquiry statistics, export tax rebate, tax payment, trade bonding, cross-border e-commerce, etc, to meet the shipping, air transport, highway and other port types and special supervision zone, free trade pilot zone, cross-border e-commerce comprehensive test zone business processing, to achieve "one-point access, one-time submission, one-time inspection, one-button tracking, one-button processing".

It is commendable that the "single window" all implements the free declaration system, and all enterprises declare all free through the "single window", which has won the general praise of enterprises. Up to now, the number of "single window" applications in a single day has exceeded 860000 votes, the application rate of main applications has increased to 80%, with a total of more than 600000 registered users and a total volume of applications exceeding 0.145 billion votes. On the one hand, by creating a "single window" for international trade, it can reduce customs clearance costs for enterprises and improve the level of trade facilitation. On the other hand, with the help of process reengineering and big data analysis, it can improve the risk prevention and control capabilities of port functional departments and strengthen the effectiveness of trade supervision. According to statistics, before the use of the "single window" in international trade, only the customs needs to verify 86 kinds of regulatory documents in the import and export process, involving 19 departments. Since November 1, 46 kinds of supervision certificates in import and export links have been verified online except for special circumstances such as confidentiality needs.

According to the relevant person in charge of the Port Supervision Department of the General Administration of Customs, enterprise users can directly log on to the "single window" portal website to apply online. After the certificate issuing department passes the examination and approval, the electronic data of the certificate will be transmitted to the customs, and the automatic comparison and intelligent verification with the customs declaration data will be realized in the customs clearance process, and the audit results will be uniformly fed back to the enterprise through the "single window, realize the supervision certificate declaration, audit, customs clearance and feedback of the whole process of online processing.

At present, the customs supervision system of the free trade zone with benchmarking international as the core has been basically established, and the level of trade facilitation has been further improved. A number of innovative customs supervision systems from the Shanghai Pilot Free Trade Zone, such as "advanced zone, post-declaration", "self-transportation", "batch entry and exit, centralized declaration", have taken the lead in docking with the WTO Trade Facilitation Agreement, and the paperless rate of customs clearance has increased significantly from 8.4 when the free trade zone was listed to more than 90%. In the survey of PricewaterhouseCoopers, the American Chamber of Commerce in Shanghai and other institutions, the "advanced zone, post-customs declaration" system was rated by enterprises as one of the most important, most beneficial and influential free trade pilot zone reforms.
